Just to pick up on this: is there a reason they can't be both?
The Doctor being a victim in no way negates them also being special. The Doctor is a victim and a Super Being. The fact that they're a Super Being is why they end up being exploited in the first place; that wouldn't have happened if they weren't special in a way that was useful to the Gallifreyans.
