in no particular order.
1. Buffy Summers - BtVS was my first fandom and Buffy will always be my girl. I love her courage and strength and her smiles and quips. I love her when she makes good choices, I love her when she makes bad decisions, I love her when she breaks and I love that she keeps on standing and trying. I love that she keeps trying to be more than just the Slayer and that she made her own family.
2. John Crichton - I love how he breaks again and again and I love how he loves. I love his craziness and his dorkiness, his crazy hair and wynona, I love his love for Aeryn and I love that he loves the wonders he's seen but he knows he can never risk going back home knowing the dangers of the universe and the dangers he can bring to Earth because he's a changed man.
3. Aeryn Sun - Because she's competent and kicks ass and she's a soldier, she's sharp and strong and capable of great love and that she can read really small letters from far away 'cause she's superior! *g*
4. Cameron Mitchell - Because you made me fall in love with SG-1 and now skiffy is taking you away again. Its not fair 'cause I love your fan boy dorkiness and your hero complex and I love that you keep on trying and I love that your so bouncy!
5. Vala Mal Doran - 'cause your played by Claudia Black and your so fun and your a galactic con woman who finally realizes you want to belong to something greater but your still fun!
6. Ninth Doctor - Oh, Doctor, your the reason why I fell in love with Doctor Who. I love your pain and your manic grin and your big ears! I love the way you hold Rose's hands and the way you care and I love how excited you get showing Rose the wonders of the universe.
7. Rose Tyler - The shopgirl from London, who ran full speed into the TARDIS and never looked back. Rose has such capacity for compassion and empathy but your still young and human enough to be petty and jealous and self-absorbed at times but she never stops caring. Rose cares enough to weep at the thought of the Doctor being alone. And as much as I love the 10th Doctor, I don't think I'll keep on watching because my reasons for watching have always been Rose Tyler and the Ninth Doctor.
8. Mal Reynolds - Mal won my heart the first five minutes of the pilot as he stood and watched as the Alliance ships landed on Serenity Valley and forever shattered his faith in everything he believed in.
9. Zoe Washburne - Mal's very competent, second. Towering over everyone, even Mal, I think. Great with the gun and when made to choose between Mal and Wash, didn't give Niska the satisfaction of seeing her agonize over the decision.
10. Veronica Mars - Smartest detective ever! All business and hella smart with killer time management skills and an old school view for an eye for an eye. You do not want to be in her bad side. Ever. Oh, plus, she tazer'd that annoying point giving frat boy in Rapes of Graff!
11. Keith Mars - Best TV dad, ever! Another reason not to mess with Veronica? Keith Mars. Seriously.
12. Vinnie Vanlow - This surprised me too but, c'mon, who can not love his smarminess? He's so B movie private detective its fun! Plus, as Veronica grudgingly admits, he is a decent detective.
13. Josh Lyman - Oh, c'mon, you can't tell me you didn't see that coming! Brash, confrontational, witty, arrogant, quirky and klutzy! Plus, he is a great big dork. (pokes Josh)
14 Donna Moss - What? There is no surprises to be had here, works her way up from personal assistant to Josh Lyman to becoming a powerful political person to contend with.
15. Leo McGarry - Because the only way to say it is to quote him: "This guy's walkin' down the street when he falls into a hole. The walls are so steep he can't get out. A doctor passes by, the guy shouts up, "Hey, can you help me out?" The doctor writes a prescription, throws it down in the hole, and moves on. Then a priest goes by, the guy says, "Father, I'm down in this hole, can you help me?" He writes a prayer, throws it in the hole, and goes about his way. Then a friend walks by. "Joe, it's me, can ya help me out?" The friend jumps into the hole. Our guy says, "Are you stupid? Now we're both stuck down here!" His friend says, "Yeah, but I've been down here before and I know the way out." [beat] "As long as I have a job , you got a job, you got that?"

18. Eric Weiss - TV boyfriend! He bought Sydney a first edition of Alice in Wonderland and she still didn't get the clue! He's funny, sweet, uncomplicated and he doesn't crinkle his forehead like Vaughn!

vonnie_k was right you can't watch Band of Brothers and not fall in love with him.
20. Dean Winchester - The eldest Winchester with his battered leather jacket, taste for metallica and his Imapala and the loads and loads of man pain he's hiding behind his brazen smirk and leer. He is about family and protecting people and family.
21. Angel - The broody one with his yo-yo soul. He keeps on fighting and fighting for his redemption and he's been on the ground than most people but he keeps finding ways of clawing back from the dark and fighting.
22. Wesley Wyndham-Pryce - He's the only guy I know who can radiate pain and just sort of... I think yhlee said it best, just plug a wire circuit on him and he can power a whole city with his manpain!
23. Clark/Superman (Lois & Clark) - 'Cause he's uncomplicated, mild mannered but he isn't a push over. He's comfortable in his own skin and firmly believes he is Clark and being Superman is only what he does.
24. Seeley Booth - Really, with the name like that you'd think he would be, well, silly. But he's not, he's willing to let go of his own prejudices and respects his partner's skills. He believes in truth and justice, and yes, he also believes in the American way. He could be a cliche and cardboard character and annoying with his protectiveness but he's so sincere about it that you can't help but like him for it.
25. Lois Lane (Smallville) - I've loved almost every incarnation of Lois (except Bosworth!Lois) and Smallville!Lois is not an exception. I love that she's pushy and she can verbally take Clark down and I love that she's loyal and that she can go toe-to-toe with Lionel Luthor. I love that she's trying to quit smoking and I just love her for being Lois. I watch Smallville for her and I cringe everytime the writers do her a disservice. I may stop watching Smallville for its really headdesk inducing writing but my love for Lois will always pull me back in.
26. Lois Lane (Lois & Clark) - Bonus! How can I not put her in? In my opinion, Lois!Teri is a damn sight better than Desperate!Susan!Teri. She's tough without being too tough, she's a career woman, ambitious and driven (something, unfortunately, Smallivlle!Lois is lacking). And she cries at soap operas! How can you not love her?

I've been thinking about Supernatural and the Buffyverse. I think I'm the only person who thinks Buffy and Dean can work well together, maybe not as a romantic couple but maybe someone Buffy meets while traveling back to the US for a Slayer mission.
I mean they're both first born, both loves their families, they like saving people. Buffy might not approve of Dean's card scamming ways but she's not gonna be terribly bent about it, after all she did do some shoplifting when she was younger.
I just think Buffy would appreciate an uncomplicated friendship/relationship thing with Dean. They'd bicker, trade barbs, Buffy will roll her eyes at Dean's gun collection, Dean would make a face at Buffy's medieval sword collection and stake.
And they can both commiserate on the fact that they're younger siblings are taller than they are! XD

But you know what would be cooler? Wesley (Season 4) meeting up with the Winchester brothers that would just be awesome.

pandarus has really made me love the Dean/Faith pairing with her ongoing SPN/Buffy crossover. The latest update is here.
